When an ac­ci­dent or a ca­ta­stro­phe hap­pens, the res­cue ser­vice per­son­nel needs ti­me to re­ach the sce­ne of the ac­ci­dent and to ad­mi­nis­ter help. If such events oc­cur, it is im­port­ant that the ci­ti­zens are ab­le to help them­sel­ves un­til or­ga­ni­sed help ar­ri­ves.
